I've just encountered the same bug for scipy-1.0.0 and scipy-0.19.1. Building with MAKEOPTS=-j1 is a workaround. Guys from funtoo seem to fix the problem: https://bugs.funtoo.org/browse/FL-4393?page=com.atlassian.jira.plugin.system.issuetabpanels%3Aall-tabpanel

I confirm emerge failure too on ~amd64.
Same here, while migrating to python 3.6. Took me a while to stop looking for a local error and to go find bug #614464.
Problem still persists in the newly updated =sci-libs/scipy-1.1.0 that hit ~amd64 overnight.
