  File "/usr/lib/python-exec/python3.6/virtualenv", line 6, in <module>
    from pkg_resources import load_entry_point
ModuleNotFoundError: No module named 'pkg_resources'

Can be simply fixed by installing setuptools (it can be absent on machines which use binary packages, that's how I've discovered this).

Please add setuptools to RDEPEND.

Steps to Reproduce:
Running virtualenv without setuptools installed.
Actual Results:  
Crash.

Expected Results:  
Virtualenv works.
