Just ran into this myself while emerging deps for media-gfx/pinta.
Same issue. Documented on https://github.com/mono/mono-addins/issues/73, apparently requires a fix in build script.

Created attachment 650278 [details, diff] mono-addins-1.0-r1.ebuild.patch This is a patch for the ebuild to fix the problem. The problem happens because during compile csc is used with the switch /publicsign and it actually works like a delayed sign (https://docs.microsoft.com/en-us/dotnet/csharp/language-reference/compiler-options/publicsign-compiler-option), so an extra step before invoking install is required with "sn -R" The change in the ebuild is taken from the dotnet overlay ebuild for the next mono-addins version. This bug is the first registered and bug #718730 is actually a newer duplicate... The ebuild tested and works OK on amd64
