1. Install dev-util/android-sdk-update-manager-24.4.1
2. Add my user to android group
3. run android
4. Install using GUI: Android SDK Tools 25.2.5, Android SDK Platform-tools 27, Android SDK Build-tools 27.0.2, Android 8.0.0 (API 26) SDK Platform and Google Play Intel x86 Atom System Image
5. Tools -> Manage AVDs -> Create... and set-up an AVD.
6. run emulator @avdname

Result:
/opt/android-sdk-update-manager/tools/qemu/linux-x86_64/qemu-system-i386: error while loading shared libraries: libpulse.so.0: cannot open shared object file: No such file or directory

Comment:
USE="-pulseaudio" in make.conf.
