After years of work, the prefix and master branches are quite similar.  It's time to initiate a final merge of the long separated couple.

A lot ...

But most of it is tagged with "PREFIX LOCAL", making it easier to see the differences.

I wonder if it isn't going to be easier to introduce sys-apps/portage-prefix, as I'm not sure if we can easily bridge all necessary differences.  It needs a review of diffs between the branches in any case.

I reviewed all the PREFIX LOCAL.  It looks like many of them could now be safely land on master.
