Masked for removal
1. I can't reproduce this issue locally. 2. Please try to rebuild app-accessibility/speech-tools and report back. It was reported by another user that this fixes the segfault.
I installed app-accessibility/speech-tools followed by (after unmasking) app-accessibility/festival and still had the segfault. I then rebuilt app-accessibility/speech-tools a second time and still had the segfault.
