New ebuild for crm114. Changes the way use flags are handled.  Created 3 new local use flags: normalizemime, new, and mimencode.  They control what dependencies are needed in the way of a mimedecoder.  This ebuild is dependent on normalizemime-1.14 (http://bugs.gentoo.org/show_bug.cgi?id=62768)

I'm going to mark this DUPL of the more recent bug. I'll get this bump in Portage as soon as dragonheart bumps libtre. I've assigned that to him already.
