Patch for sys-process/runit-2.1.2-r1.ebuild

sys-apps/openrc was added to runit's RDEPEND in response to #575478.
However, this only affects the default runit/{1,2,3} scripts supplied by
Gentoo. If custom scripts are used, or runit isn't used as init process
at all, openrc isn't required.

Hence, please make the openrc dependency optional. A patch to this effect is attached.

I am merging this into bug #611846 because it is part of the cleanup I
am working on there, Making this a duplicate of that means you will be
added to the cc on that bug.
