genkernel build fails to build bzimage. log attached

This build fails on a manual build as well (no genkernel).  

For testing I started with defconfig on 4.12.10 and set FB_TILEBLITTING=n and FB_CON_DECOR=y, and the build succeeds.  Same defconfig & 2 config changes on 4.13.0 fails to compile.
