related to #447688
Basically the fix for the above bug breaks mtools on musl.

Removing the `use elibc_glibc || append-libs iconv` line in
mtools-4.0.18-r2.ebuild allows it to build.

Unsure of how one should handle this case, so I will not be providing a
patch in this situation.
