I manually started the failed command. it returned 0 status.
then ebuild merge and it's merged.
So I guess it's a parallel compilation problem, but I didn't check with -j1

Same problem for 1.31.1 (MAKEOPTS="-j9")
but
# MAKEOPTS="-j1" emerge -av1 numpy
build successful
