This is a problem with portage's resolver not being smart in conjunction with some potential user configuration issues:

ask for assistance in #gentoo

Perl team can't really help here, this either falls into "User support" or "Portage isn't smart", but I expect we're going to see a few of these this month.

Apologies. Please re-open this with more details after exploring user support options if a real bug other than those mentioned emerges.
