Please either add the upstream patch [1] to 1.0.16 in the musl overlay, or stabilize net-misc/lksctp-tools-1.0.17. [1] https://patchwork.ozlabs.org/patch/595659/
Please file a stabilization request. It would fix not just this bug, but also bug 501484 and bug 530320, and would make bug 593696 obsolete.
I concur; the patch for 1.0.16 or 1.0.17 both fix this.
