webapp-config -h localhost -d baikal -I baikal 0.4.6 fails with the following error when the locale is set to POSIX (probably with other non-utf8 locales as well) because of the ï in postinstall-en.txt
Setting the locale to e.g. de_DE.utf8 works as a workaround.

Not sure who's at fault here, but I've removed the ï's from the file.  No big deal, in any case.
