Mesa 17 is going to require >=llvm-3.9.0 for radv support (Vulkan on AMD hardware). In the interest of limiting the amount of time we're blocked on LLVM, I'd like to start thinking about >=llvm-3.9.1-r1 stabilization.

Michał: what do you see hindering stabilization?

Besides lack of keywords, nothing special. I've seen people talking of regressions but the only one reported was reverted. So I'd just wait a few days more and then you can stabilize on the few arches it is keyworded on.
