Building hexchat w/o autoconf-archive throws configure.ac:19: error: macro AX_APPEND_COMPILE_FLAGS is not defined. Is autoconf-archive installed? because autoconf-archive provides the maco /usr/share/aclocal/ax_append_compile_flags.m4

    net-irc/hexchat: Fix libreSSL and missing dep.

    Adds preprocessor libreSSL check to Fix libreSSL compile-time.
    Adds autconf-archive as a bdep.
