Fail2ban fails to start due to non-existent directory

systemctl start fail2ban

results in entry in systemd journal

Dec 02 00:57:14 tony-gentoo fail2ban-client[12659]: ERROR  There is no directory /run/fail2ban to contain the socket file /run/fail2ban/fail2ban.sock.

Creating directory /run/fail2ban solves issue, and fail2ban starts
