icu4j-56.1.ebuild

I bumped the ebuild locally, it's working for me. There are already newer versions available but I need this slot. :)

I also updated the EAPI=6, this change complained about the dohtml in the ebuild and I replaced it with dodoc.

I also removed a comment concerning a bug that is no longer valid.
