Patch to current ebuild for python 3 support

I needed python3 support in pyproj (for Ortho4XP), tested with the current upstream version (quickly with python 3.4 and currently with 3.5):
https://github.com/jswhit/pyproj/releases/tag/v1.9.5.1rel

The diff is mostly a PYTHON_COMPAT line update
