After recent update (and probably purge) some of my icons disappeared in XFCE environment (eg. terminal icon). After installing gnome-icon-theme icons came back, so I believe there's missing dependency for xfce4-meta (hicolor-icon-theme is already on dependency list).
gnome-icon-theme is dead for ages, x11-themes/adwaita-icon-theme is replacing it, please try with that instead

Seems like XFCE does not select another icon theme automatically when the current one is uninstalled.
Seems like you are mostly right although there are still a few packages (eg. xfburn) which rely on some icons which are found in gnome-icon-theme and not in adwaita-icon-theme - not a big deal. Additionally from what I see freedesktop-icon-theme currently pulls gnome-icon-theme which means we should be good now.
I also lost the icon for xfce4-clipman-plugin in my panel when the last depclean removed gnome-icon-theme. I had adwaita-icon-theme installed already but it looks like it doesn’t have the needed icon. Also for some reason the plugin doesn’t use its own hicolor version of the icon. Installing faenza-icon-theme or gnome-icon-theme solves the issue.
I think you should report one bug per concrete package needing it, and relevant maintainers should ping upstream to not rely in the obsolete icon set
