See Bug 19585 - accessx-0950-r1.ebuild fixes this for that version, but accessx-0951.ebuild appears to be based on the original accessx-0950.ebuild, resulting in:

>0<s:0{13:54:37}/usr/portage/x11-misc/accessx$ accessx
wish: error while loading shared libraries: libtk8.3.so: cannot open shared
object file: No such file or directory

Fixes the missing run-time dependency on libtk8.3.so.
