Are we missing something in the deps that lead to perl-cleaner still being needed? (it shouldn't be needed currently in most cases if I don't misremember)

Hopefully my writeup in #596664 is explanatory.

There's nothing left to do here from our perspective, only that portage needs to do its job right.
