With GnuPG 2.1 going stable in bug 552936 , that has an explicit blocker of external dirmngr as dirmngr is used for both OpenPGP and X.509 keyserver access in this version, is it time to consider removal of the external dirmngr? The external dirmngr is used today by 2.0, that is scheduled for EOL (by upstream in 2017) and is deprecated with the stabilization of 2.1. GnuPG 1.4 does not have support for gpgsm / X.509 and as such has never used dirmngr.
Yes, once 2.1 is stable and we remove the 2.0 we can remove any leftover package.
