Fedora patch is a bit different, I am not sure if they are taking it from upstream as the links pointed in are dead now

Both would work but the Fedora patch is probably better as it uses hexadecimal character literals instead of having to explicitly cast from hexadecimal integers to characters.

If there is an official upstream patch for this, that is the patch that
should be used unless you intend to send the Fedora patch to upstream.

The codebase hasn't been touched since April 2015. Not sure it will ever be active since people on the mailing list are being steered to espeak-ng.
It seems this bug was reported upstream with a link to the Fedora patch over a year ago:
