kde-plasma/kactivities-workspace-5.5.0 seems to be missing a dep on kcmutils I emerged kcmutils, it removed kde-apps/kde4-l10n-15.08.3-r2::gentoo and then kactivities-workspace worked.
And you didn't attach any log because...? The way this all sounds to me you might as well have helped Portage figure out a blocker. What gave you the idea to come up with kcmutils?

I have since lost the log as it correctly built - However it was looking for 'KF5KCMUtilsConfig.cmake' in the logs; and I figured it out from there. Maybe it was a blocker, in which case I guess it's not a missing dep :/
That is an observation indeed, thanks for your report. KF5KCMUtils and KF5Declarative look like bogus deps to me.
kactivities-workspace fails to emerge with this message (when not having kcmutils installed): CMake Error at src/workspace/settings/CMakeLists.txt:5 (find_package): Could not find a package configuration file provided by "KF5KCMUtils" (requested version 5.18.0) with any of the following names: KF5KCMUtilsConfig.cmake kf5kcmutils-config.cmake Add the installation prefix of "KF5KCMUtils" to CMAKE_PREFIX_PATH or set "KF5KCMUtils_DIR" to a directory containing one of the above files. If "KF5KCMUtils" provides a separate development package or SDK, be sure it has been installed.
