gst-plugins-vaapi has been updated to 1.8.1 (stable) and is now a part of gstreamer itself and is now hosted at https://gstreamer.freedesktop.org/src/gstreamer-vaapi/

gstreamer-vaapi module is now a part of mainline gstreamer project as per https://gstreamer.freedesktop.org/releases/1.8/
Thus this bump should be handled in bug 581956.
