For license reasons I wish to be able to use icedtea-bin when installing virtual/jre.

At the moment this is not possible for virtual/jre as oracles jre is pulled for install.

Masking oracle-jre does not help.

You'll need to provide more details as this doesn't make sense. virtual/jre includes virtual/jdk and icedtea-bin and icedtea always take precedence there.
