Portage 2.0.22

when doing :
emerge -C file-roller
emerge --buildpkg file-roller 
it installs the package (Yes, the binary is built)
but I dont want installation, I didn't specify that. I wanted to build the package.

this might be called a feature but I'm not that sure. seems more like a bug.

i like to install when i build binary packages cause it saves on compile time 
(do it once rather than twice), but maybe another option should be added so you 
dont have to utilize ebuild to build binary packages (without installing) ...

adding another option to emerge might also be better since building packages 
with ebuild builds just that package, it doesnt build dependencies making the 
user walk through building dep binary packages themselves

This is correct behavior; we already have a patch from carpaski for what you
want; it'll go in soon.
