There is no reference to a ca-certificates-20140927 
@ http://ftp.us.debian.org/debian/pool/main/c/ca-certificates

result = installer breaks, tried alternate version and found that dependency downloads for that version also breaks (other URL).

please check URL's.

you must have a full Gentoo mirror listed in your make.conf all the time.  things like this constantly break.
