Now that herds are gone, these files should be removed from api.git and dtd.git, respectively. Possibly with prior announcement and/or grace period.

ulm already wiped all herds outta it, so I've went ahead and disabled syncing herds.xml in our rsync scripts. I'll wait some time for the script to get updated, and remove the last version of herds.xml and herds.dtd afterwards.

First attempt of removing it from rsync. Let's see if it disappears or reappears ;-).
