Yes. Without it, ejabberd starts epam, *but* stopping ejabberd leaves epam running. Which then makes ejabberd having trouble starting again.
(Btw: Currently, epam is broken anyway, because of: bug #575294.)
Navid, this bug is not about epam, but about epmd which is a different thing. I see you have already reported it separately - thanks! Toralf, I have added the dependency on epmd in ejabberd init script. Thank you for reporting!
