Docker adding ~arm keyword

Reproducible: Always




Splitting bug https://bugs.gentoo.org/show_bug.cgi?id=566432  to request ~arm keywording.

I bumped the Docker version to 1.9.1 locally according to the docker overlay and added the patch to make it compile against arm. 
The 1.9.1 version includes a patch to let compile docker without journald support on ~arm.

The keyworded ebuild (if useful) could be found on the Sabayon overlay.

I could test it on a raspberrypi2 successfully
