net-misc/sslh currently (as of version 1.17) doesn't install a systemd service.

Upstream, however, does provide one - so Gentoo should install it: https://github.com/yrutschle/sslh/blob/master/scripts/systemd.sslh.service

Does it work for you? I don't use systemd to test.

Yes, it does work for me.

I've submitted a pull request that adds a systemd USE flag to install the service and a service generator that upstream now includes: https://github.com/gentoo/gentoo/pull/1741
