Those tests were never meant to be run in a sandbox.  The solution would be to fix the sandbox environment.  I could restrict the tests, but I don't want test failure to hold up stabilizations.  Let's leave this bug open for now.

can you test with 0.2.7.4_rc because its working for me.

tor-0.2.7.4_rc indeed does not exhibit this test failure for me.
