compile depends missing dependency on itstool

otherwise working well with webkit-gtk-2.8.5

Reproducible: Always

Steps to Reproduce:
1. emerge -C itstool
2. emerge =www-client/epiphany-3.16.3
3. configure stops complaining itstool is missing


Expected Results:  
Pull the dependency
