vapier make occasional commits to catalyst.  There's no reason why he shouldn't just have direct commit access.

I'm not sure who "owns" the catalyst overlay.  It looks like its mostly being maintained by releng so I'm cc-ing jmbsvicetto for an ack.

I've added both Anthony and Mike to the releng group so they now have access to all releng repos.
