After some fiddling around with package.*, it appears that there is a workaround: To put the following into /etc/portage/package.mask: =dev-python/pip-7.1.2 This allows the depgraph to be completed, and emerge shows all 246 packages to update/reinstall. Before that, it just stopped after finding the cirular dependency.

The bug is still present as of today. I could not fix it by emerging dev-python/lockfile has no dep on pbr, but pip requires a more recent version, so that could not be used to break the loop.
