k3b needs knotify which is not in dependencies.

I have some issues with k3b and as i run k3b in a terminal i saw error messages about knotify. which was not installed. after installing knotify i get peep sounds and the error messages regarding knotfiy are gone.

One of those two packages should pull in knotfiy in my opinion.

I suggest we add to kdebase-runtime-meta - it's part of kde-runtime anyway.
