After further review, dodoc-php and dohtml-php only install to "/usr/share/doc/${CATEGORY}/${PF}/" and "/usr/share/doc/${CATEGORY}/${PF}/html" respectively. While this may have made sense when there was dev-php4 and dev-php5 categories, very little uses it today.
