After emerging subversion, it finishes with * A repository needs to be created using the ebuild subversion config command but there are no further instructions on how to do this. After asking around in IRC, I was told to run ebuild /var/db/pkg/dev-util/subversion-1.0.4-r1/subversion-1.0.4-r1.ebuild config but I have no idea how I would have figured this out otherwise.
