When trying to run `emerge @preserved-rebuild` the merge of xfce-base/xfwm4-4.10.1 fails to build.

Is libxfce4ui 4.10.0 installed? 

Run emerge -1 libxfce4ui and then retry. Let me know if it works.

Yes, libxfce4ui is installed, but I've rebuilt it anyway and retried, but still no dice, I'm afraid.

FWIW xfce-base/libxfce4ui-4.12.1 is the version of libxfce4ui installed.

After manually upgrading xfwm4 and xfce4-settings, I was able to get emerge @preserved-rebuild to run successfully.

sudo emerge --oneshot ">xfce-base/xfwm4-4.10.1" ">xfce-base/xfce4-settings-4.10.1"
sudo etc-update
sudo emerge --oneshot ">xfce-base/xfwm4-4.10.1" ">xfce-base/xfce4-settings-4.10.1"
sudo emerge @preserved-rebuild

Not sure if this is still deemed as a "bug" or not?

You were mixing stable and unstable (4.10 and 4.12). Xfwm 4.10 doesn't play well with libxfce4ui 4.12. ;)

I guess this means we can close the bug.

It would seem that the mix of stable and unstable was causing issues, but it wasn't a conscious decision of mine to install unstable, so I'm not sure where that's come from. It's on a fresh install too...

When trying to downgrade libxfce4ui to 4.10, it seems garcon-0.5.0 needs >=libxfce4ui-4.11.1:

 Xfce 4.10 is the current stable. Garcon should be around 0.2 if I remember this correct. 4.11 is upstream development and 4.12 is new upstream stable. Check your /etc/portage/keywords (or accept_keywords). Check https://packages.gentoo.org/package/xfce-base/garcon
