The unmasking of dev-libs/isl-0.14 and dev-libs/cloog-0.18.3 result in a GCC that is unable to build anything if graphite optimization flags are in CFLAGS:

  -floop-interchange -floop-strip-mine -floop-block

Everything aborts with an error message:

wrapper.c: In function 'find_target_in_envd':
wrapper.c:137:12: sorry, unimplemented: Graphite loop optimizations cannot be used

If you're affected, in order to fix your system, remove the graphite flags from CFLAGS, package mask these:

=dev-libs/isl-0.14
=dev-libs/cloog-0.18.3

Emerge the older versions:

emerge -1 dev-libs/isl dev-libs/cloog

(The package.mask entries will ensure you get the older versions.)

You can now re-add the graphite flags to CFLAGS and do the @world update again.

Please try rebuilding gcc with the new cloog.

People would not run into this problem unexpectedly if the gcc ebuild was EAPI=5 aware and would depend on the correct subslots of cloog and/or isl.

They would, since gcc would still fail to rebuild itself, the same way it fails to build anything else :-)

The problem is that apparently libcloog-isl requires or exports isl_band_member_is_zero_distance which has been removed from isl-0.14. Rebuilding succeeds but loading library does not:

Not really, since gcc strips those flags.

yes, you need to rebuild your gcc after the isl/cloog upgrade.  we backported patches for the newer versions to the older gcc's so they'll compile, but gcc still does not really handle switching between the ABIs.

the point of using the Fedora dlopen patch was so that gcc wouldn't break entirely, but it means that we see manual runtime failures.  not sure there is a clean way to resolve this.
