Not really a bug. See gnupg ChangeLog entry at 06 Jan 2015.
Which ChangeLog do you mean? I was just looking in the main Changelog of gnupg-2.1.3.tar.bz2 (gnupg-2.1.3/ChangeLog). I can't find an entry from 6 Jan 2015. I find entries from 2015-01-07 and 2015-01-05, but I do not see any connections between those entries and this bug.
...:sigh:... I've meant simply app-crypt/gnupg/ChangeLog. Anyway, just go to gnupg website and see the release notes for 2.1.0.

GnuPG 2.1 provide dirmngr , as such the individual package is correctly blocked. Removing the latter from world should resolve the issue.
