radeon/R600_rlc.bin is already part of the current stable linux-firmware-20140902. The only radeon related change since then is for the amdkfd driver in kernel >=3.19.

Yeah, you are true... it's sadly still failing with the same even if the firmware is there :S Not sure what is occurring... (it's always the same with ATI :S)
If you have radeon built-in, you also need the firmware built into your kernel: http://wiki.gentoo.org/wiki/Radeon#Firmware
