Biopython allows users to call external cli tools via python bindings. One example of such a tool is 

from Bio.Emboss.Applications import Primer3Commandline

This tool uses the eprimer3 emboss command which in turn uses the primer3_core program from primer3. This should be taken into account in the dependencies of biopython and eboss.a
