removing alpha as xf86-input-libinput went straight to stable per bug 553500 comment 15.

Yes, the reason is that ia64 and sparc have not yet keyworded the package, or masked the input_devices_libinput flag in their profile.
Gnome 3.20 is going to have a hard dependency on libinput. The XFCE developers have indicated a strong preference towards libinput. Can we get a sparc and ia64 tester in here to finish this up? Various projects are moving towards libinput and we've still got it masked.
Note that this bug is strictly about keywording x11-drivers/xf86-input-libinput, the dev-libs/libinput keywording is handled in bug 533420. Also there is no urgency here, as users can simply emerge xf86-input-libinput even if the input_devices_libinput flag is still masked.
@Emeric, can you please take a look to this one for ia64? It will be needed for Gnome 3.20 ;) Thanks!
