emerge --info

It spits out a bunch of error messages early in the build phase, I'm not certain which one(s) are the culprites. As always if this is a bug in the latest version I'll be happy to submit it to the devs.

I see that you're trying to build xstow-1.0.0-r1 with gcc 4.8.3.  If your build errors look like what is described here https://bugs.gentoo.org/show_bug.cgi?id=537866#add_comment, I would suggest unmasking app-admin/xstow-1.0.1 and installing that.
