libvirt-1.1.3.4 was removed from the tree due to outstanding security issues, please also remove it from your local overlay "x-portage". The file collision has to be expected because the python bindings were refactored into libvirt-python. I do not understand why portage tries to downgrade libvirt in your case (judging from the dependencies it shouldn't).
