http://wiki.gentoo.org/wiki/Apache has a section labeled "Enabling Security Module" where mod_security is emerged.

The stable tree features version 2.7.4 of ModSecurity with keyworded ebuilds for v2.7.5 and 2.7.7 which was released on December 19th, 2013.

Please bump www-apache/mod_security to the current stable release of ModSecurity which is version 2.8.0.
