latest version of app-emulation/dynamips.

Build system has been changed to cmake and ebuild reflects acccordingly.

Patch comments out hard coded compile options in cmake/dependencies.cmake which do not respect make.conf compile options.

This is my first ebuild with cmake so please QA.
